Last years' <br />interns, Francis Rengers and Mark Mitisek, provided invaluable assistance compiling and analyzing <br />hydrologic and water rights information, preparing maps from CDSS and ISF DSS generated data, and <br />assisting with water court resume review. <br /> <br />These skills and abilities have not gone unrecognized. In December, Mark Mitisek was offered a position <br />with Leonard Rice Consulting Water Engineers, and just this month, Francis Rengers accepted a position <br />with an environmental consulting firm in Littleton. These are wonderful opportunities for both intems, <br />but their departure leaves a huge void in technical support for the Instream Flow Program. Staff is <br />currently in the process of recruiting new interns for the section. Interested individuals are encouraged to <br />contact Anne Janicki (anne.ianickir,ystate.co.us) for additional information. The deadline for applications <br />is March 24, 2006. <br /> <br />Instream Flow Subcommittee Update: The ISF Subcommittee was created by the Board in March <br />2005 to address policy and procedural issues that were identified through the Stream and Lake Protection <br />Section's Strategic Planning effort. The third Subcommittee meeting was held in conjunction with the <br />January 2006 CWCB meeting in Denver. The Subcommittee developed a new timeline for considering <br />instream flow recommendations from other agencies, and directed staff to implement the timeline at the <br />February ISF Workshop. The Subcommittee also discussed a proposed basin rotation approach for <br />considering ISF recommendations and directed staff to develop a set of criteria for considering <br />"exceptions" to the proposed rotation schedule or timeline. At their March 2006 meeting, the <br />Subcommittee will finalize the proposed basin rotation schedule and criteria, and present their <br />recommendation to the full Board for concurrence. (See March 2006 Agenda Item 25). <br /> <br />In January, the Subcommittee also initiated discussion ofISF Rule 8.i.(3), "Injury with Mitigation". The <br />discussion was generally focused on the following topics: <br /> <br />. The goal of an "injury with mitigation" case resolution; <br />. The process for considering such proposals; <br />. Evaluation criteria; <br />. Standard terms and conditions; and <br />. Types of mitigation considered. <br /> <br />At the March 2006 meeting, the Subcommittee will review and finalize staff's memo summarizing the <br />process and criteria for considering "Injury with Mitigation" proposals. <br /> <br />The new topic for discussion at the March 2006 ISF Subcommittee meeting will be "Stateline Instream <br />Flow Appropriations". <br /> <br />For additional information concerning the ISF Subcommittee, please visit our website at <br />www.cwcb.state.co.us <br /> <br />Production of Final Floodplain and Stormwater Criteria Manual Underway: The Colorado <br />Floodplain and Stormwater Criteria Manual (Manual) has been completed. It is currently in final <br />production and will be made available electronically for review and use by interested parties. Staff intends <br />to have an agenda item at the CWCB meeting in May to summarize and distribute copies of the Manual. <br />A draft of the Manual is currently available on the CWCB website and when final production is complete, <br />the final version will replace the draft version. <br /> <br />35 <br />
