<br />!. <br /> <br />Mutual Irrigation Company, and District 67 Irrigating Canals Association that was sent to local Water <br />Conservancy Districts, other water management associations, area Senators and Representatives, and <br />State water officials. The letter concerned the proposal to implement a system of reservoirs on Fountain . <br />creek with the intent of controlling the effluent discharge of Colorado Springs. The project has been <br />advocated by Attorney Ray Petros as a consultant for the City of Pueblo. The authors of the letter stated <br />that any dam or reservoir that restricts the historical flow of Fountain Creek has the potential to <br />substantially damage the interests of downstream farmers and other users who depend on the water, and <br />asked that these negative issues be kept in mind as the project is discussed in the future. <br /> <br />Chaffee County RICD Update: The Chaffee County RICD continued hearing and deliberations has <br />been scheduled for the Board's March meeting. <br /> <br />Arkansas River Basin Water Forum Scheduled: "A Hundred Years of Change" is the title of the <br />April 20-21 2006 Arkansas River Basin Water Forum that will be held at the Chaffee County Fair <br />Grounds in PODCha Springs, CO <br /> <br />The Arkansas River Basin Water Forum has been held annually since 1995 bringing together diverse <br />water interests to engage in open dialogue about water issues in the basin. The Forum seeks to create a <br />greater understanding of Colorado water law, water use, water conservation, and issues related to water <br />allocation and management. The Forum focuses on agricultural, municipal, industrial, environmental, <br />recreational, and governmental issues and attendance by all water users, as well as the general public is <br />encouraged. <br /> <br />For general information about the 2006 Arkansas River Basin Water Forum, contact Kathryn Wadsworth <br />(phone 719.539.5106). For questions about registration, contact Kathy Trujillo (phone 719.543.8386 x4) <br />Additional info is also available at: htto://www.arbwf.onz/ <br /> <br />. <br /> <br />Floodplain Mapping ruts Snag in Pueblo: The process of remapping Pueblo County floodplains may <br />be delayed by a demand by FEMA to recertify levees on the Arkansas River and Fountain Creek. FEMA <br />at the Region 9 office in Denver said the requirement is a purely routine part of updating the floodplain <br />maps and should not be taken as a threat. <br /> <br />The City of Pueblo has taken the position that the Fountain Creek levees, put in place in the 1980's, will <br />be recertified <br /> <br />The Arkansas levee, which may be better known to the current residents of Pueblo as a huge mural and <br />the backdrop of the city's new kayak course, was built in the mid 1920's after the flood of 1921, and is <br />owned and operated by the Pueblo Conservancy District. Chairman Gus Sandstrom said he hadn't heard <br />about the recertification issue. He did say the district recently asked the Army Engineers about some <br />"piping" problems in the levee near the kayak course, referring to a leak that allows water to form an <br />erosive channel in the earth fill of the structure, and the District has hired a firm to try and find any void <br />spots in the earth fill of the levee, underneath the concrete shell. <br /> <br />The remapping work was supposed to done completed by this September, but there are worries that the <br />levee recertification could delay that completion significantly. <br /> <br />Recent SECWCD Meetings and Events: <br />Preferred Storage Options Meeting was held Thursday, February 23,2006 at 10:00 a.m. at the <br />District office, 31717 United Avenue, Pueblo, CO <br /> <br />. <br /> <br />14 <br />
