<br />The 2001 Clean Water Revenue Bonds, Series 2001 A were closed on May 8. Borrowers included
<br />Cortez Sanitation District ($9,775,000), Fort Collins ($9,845,000), Fraser Sanitation District
<br />($2,445,000), Lafayette ($7,861,138), Mt. Crested Bulte Water and Sanitation District ($5,161,581),
<br />Parker Water and Sanitation District ($4,913,424), Plum Creek Wastewater Authority ($25,525,000),
<br />and Steamboat Springs ($5,895,654). Total loans executed amounted to $71 ,421,798. The interest
<br />rates on the bonds ranged from 3.38% in 2002 to 5.29% in 2021. The net effective interest rate on
<br />the loans ranged from 3.99 to 4.02%. The cumulative loan volume for this program is now
<br />$415,000,QOO.

<br />The following entities are being considered for loans in 2001: Baca Grande Water and Sanitation
<br />District (approved but not executed), Berthoud, Cherry Creek Basin Water Quality Authority,
<br />Cedaredge, Pagosa Springs Sanitation District, Spring Valley Sanitation District and Winter Park
<br />West Water and Sanitation District.
<br />
<br />To date the Authority has received $149,000,000 in Clean Water grants from EPA. Proposed
<br />funding for 2002 under the President's budget is approximately$6.8 million, but Congress will likely
<br />increase this appropriation to around $10.5 mill/oli.

<br />
<br />At this time potential borrowers for 2001 Include Basalt, Eagle River Water and Sanitation District,
<br />Idaho Springs, La Junta, Larkspur, Pine River Irrigation District, Woodland Park and Wellington.
<br />These projects represent a loan demand of approximately $15 million. It is uncertain atthis time
<br />whether a bond issue will be finalized this year. ,Interim loans to one or more of these entities may
<br />be necessary to meet their construction schedules.
<br />
<br />We expect to receive the FY2001 capitalization grant of $1 0,480,300 by the end of June. With this
<br />EPA grant, the total amount of grants will be $64,000,000. The grant for FY2002 is expected to be
<br />$10.5 million. Cumulative loan volume for this program is now$144,000,000.
<br />
<br />Much time has been spent on the various set-aside grants (part of the overall grant mentioned
<br />above) authorized by the Safe Drinking Water Act. These set-asides are primarily handled by the
<br />Water Quality Control Division and are Intended to assist the State and/or publiC water systems in
<br />
