Some members of the Colorado water community may i. <br />, falsely believc that my letter to Oreg and Ralph was intended to hold the 15-MRPBO hostage. <br /> <br />The River District has a long-standing policy concerning the Recovery Program that there needs to <br />be equity among the basins. Until rccently, the River District staff did not sec any cause for alarm, <br />but the situation has clearly changed, especially in the Yampa River Basin. the River District,local <br />water users, the CweB and Recovery Program have been working on a Yampa Rivcr Management <br />Plan for many years. We are now at the point where we need to push the Recovery Program and <br />Scrvice to get out of the "process" mode and begin making decisions. <br /> <br />In the early 1990's the River District, CWCB and Recovery Program jointly funded a study by <br />IIydrospherc to determine future water demands, supply alternatives and instream flow strategies. <br />While the study was in progress, the Service issued flow recommendations which asked for all of <br />the spring peak flows from April through July and the average hydro graph from August through <br />March. <br /> <br />The Hydrospherc study included a basin model; an economic demands study, an analysis of in stream <br />flow shortages under current and future scenarios; a review of alternative augmentlltion sour~cs for <br /> <br />SUITE #204 .201 CENTENNIAL STREET <br />P.O.
