Crawford was asked to come in and <br />discuss particularly the new ground water statute <br />(S.B. 120 of the 39th General As.embly). He pointed I.' <br />out that it was co,nposed of two parts, a well drillers <br />licensing law and the rudiments of a groundwater code. <br />Because of lack of funds for aclninistration, only that <br />part relating to well drilling and well drillers was <br />being enforced. Well drillers themselves must do <br />their own policing to obtain enforcement of licensing. <br />Provisions of the Act did not permit him to use the <br />funds collected from licenses to well drillers. The <br />Governor had allotted him Ji2,000 from his funds to carry <br />on. With this a clerk was hired and certain forms were <br />printed. About 100 licenses had been issued which am- <br />ounted to about ~2,500 in the fund. Licenses expire <br />December 31 so more would be co.fling in soon. <br /> <br />In answer to some questions put to him these items <br />were cleared up: l. In order that that part of S.B. <br />120 relating to districts could be adninistered a <br />competent ground water specialist was needed and for <br />this and the other features a total of about J12,000 <br />annually would be required.. 2. As to amencl-nents to <br />S.B. 120, the wording should be changed permitting <br />the moneys collected from well drillers license fees <br />to be used for adninistration. 3. The State Water <br />Board Ground-Water Committee, former chair.nan Clifford <br />Stone, was not functioning at this time. 4. As to <br />why chairmanship of.that committee was no longer re- <br />tained by the Director of the State Water Board, he <br />stated that the Board had wanted to relieve him of <br />some of the many duties saddling that office. 5. He <br />assured the co:nmittee of the continued interest .of <br />the Board in the functioning of the Ground-Water Com- <br />mittee. When asked if he would be willing to accept <br />chairmanship of that committee he replied that he had <br />a considerable personal interest in the matter and if <br />this sub-committee desired his acceptance he would be <br />willing to assume such a duty if agreeable to the <br />Board." <br /> <br />Mr. Crawford: "No <br />, <br />We are charged with <br /> <br />portion of the Act. <br /> <br />sponsibility to the <br /> <br />not too much.
