McCormick, that the resolution submitted by <br />the Colorado Fiver Water Conservation District, be <br />accepted and approved as a policy by the Colorado Water <br />Conservation Board." <br /> <br />I <br /> <br />"It was moved by Dan B. Hunter, and seconded by <br />John A. Cross, that the similar resolution submitted <br />by the Southwestern !'{ater Conservation Board, be <br />likewise accepted and approved as a policy of the <br />. Colorado Water Conservation Board." <br /> <br />APPENDIX "D" <br /> <br />A meeting of the Board of Directors of the Colorado River Water <br />Conservation District was held at Grand Junction, Colorado, on Feb- <br />ruary 19, 1951, at the request of Western Colorado members of the <br />Colorado Water Conservation Board to consider and discuss the pro-. <br />posed Fryingpan-Arkansas diversion project, formerly referred to as <br />the initial phase of the Gunnison-Arkansas project. All members of <br />the Board were present except Andrew Lindstrom. <br /> <br />The following resolution was offered by Charles R. Neill: <br /> <br />RESOLUTION <br /> <br />The Board of Directors of the Colorado River Water Conservation Dis- <br />trict in order to be cooperative in the furtherance of the policy of <br />the State of Colorado, hereby concurs in the complete report of the <br />Policy and Review Connnittee appointed to consider the Fryingpan- <br />Arkansas Diversion Project, which report as amended has been submitted <br />to the Colorado Water'Conservation Board, subject to the condition <br />that Section (Roman) IV be amended to read as follows: <br /> <br />IV <br /> <br />EFFECT OF APPROVAL <br />OF PROJECT REPORT <br /> <br />The Committee recognizes that the approval of this report is not to <br />serve as a precedent or example for the approval of any other trans- <br />mountain diversion of major proportions not heretofore authorized. <br />The policy of the State of Colorado as initiated in statewide meetings <br />held under the auspices of the State Planning Commission at Denver and <br />Grand Junction,.and as evidenced by resolution dated June 15, 1935, <br />and February 28, 1936, was not adhered to because surveys of the <br />character mentioned in the said resolutions were not available to the <br />Committee. Nothing herein contained shall be deemed or construed as <br />a precedent for Federal projects not heretofore authorized until ade- <br />quate surveys have been made and the necessary data are available so <br />that a general allocation or apportionment of the waters of the Colo- <br />rado River, allocated for consumptive use in the state of Colorado, <br /> <br />I <br />
