<br />316 <br /> <br />I <br /> <br />The recent reports to the effect that the Executive intends <br />to appeal to the people on this issue unless a compromise be <br />made, is, in our opinion, another improper e.ttempt to sway <br />public opinion at a time when cases of far-reaching importance, <br />involving the same fundamental facts, are pending in the courts. <br />"Compromise," as it was used, means that Western Colorado is to <br />permit the City and County of Denver to take water aiready ap- <br />propriated for use in Western Colorado, necessary to support <br />future industry and expand agricultural pursuits in that part <br />. of the State. . <br /> <br />According to the Hill Report, 1/ the City and County of Denver <br />now states that it is the intention to finance the' construc- <br />tion of the works in its plan in the manner customarily fol- <br />Imied by municipalities making additions to water svstems. <br />If said information was' given Mr. Hill in good faith, then <br />Denver needs no assistance from this Board. The settlement of <br />Denver's claims should be left to the courts where the merits <br />of her claim is now under investigation. <br /> <br />It should be understood that the Colorado River Water Conser- <br />vation District does not oppose the Colorado River Storage. <br /> <br />!f Hill Repor~, Page 53. <br /> <br />Projects as originally planned or as subsequently modified to <br />redtlce the ?apacity of the Ctlrecanti Reservoir. <br /> <br />In the existing state of the investigation of water resources <br />originating in Wester Colorado (and we assert the Hill Re- <br />port is neither complete nor conclusive), the approval by <br />this Board of the D~nver claim for inclusion in the Colorado <br />River Storage constitutes a repudiation of the policy adopted <br />February 22, 1951, evidenced by a resolution of said date in <br />connection with the report of conference committee on the pro- <br />posed Frying Pan-Ark8Ilsas Diversion Project. V" <br /> <br />Undoubtedly this Board is fa'Jli.liar with this resolution and we beg <br />leave to submit this". <br /> <br />RESOLUTIONS <br /> <br />At the meeting of the ColoradO Water Conservation Board on Feb- <br />ruary 22, 1951, the follmiing action was taken, to wit: <br /> <br />I <br /> <br />(1) <br /> <br />"Director Stone moved, seconded by John W. Beaty, <br />that the resolutions pertaining to the Fryingpan- <br />Arkansas Project, as presented by the Colorado River <br />Water Conservation District and the Southwestern <br />Water Conservation District, including amendatory <br />language as authorized by the spokesmen of the two <br />districts, be included and made a part of the record <br />of this February 22, 1951 meeting of the Colorado <br />Water Conservation Board." <br />
