That the Water Conservation Board approve the Hill Re- <br />port as to availabilit~' of water supply. <br /> <br />10. That this CC!J1mittee approves construJing Denver's <br />Blue River Transmountain Diversion within the limita- <br />tions of total supply contained in the Hill Report, by <br />Federal financing, whether such financing is provided <br />in 'the current storage project bill or by some other <br />means to be selected by the proponent of the project <br />and that "Denver participate in regulation to meet de- <br />mands at Lee Ferry or other Colorado River commi Uments <br />to the full extent required to meet Denver's share of <br />Lee Ferry or Colorado obligations .as ultimately deter- <br />mined with reference ~o all adjudicated rights affected. <br /> <br />11. \'{e recommend to the Water Board that it be understood <br />that the Water Board will make investigations of further <br />plans for water use in Colorado when conditions change <br />or additional data becomes available. <br /> <br />The motion was seconded by I&-. Christ;}'. After discussion, <br />was put to a volte and passed. Aye votes were Bailey, <br />Christy and Petry; Nos - Delaney and Cory. <br /> <br />Mr. Bailey: "The question is what are we going to tell Mr. Breiten- <br />stein we want him to do?" <br /> <br />I <br /> <br />Mr. Delaney: "We wish our members to express their ideas on that <br />question. I would like to say that we had hoped that we might have <br />a unanimous decision. We regret t hat has not been possible. We <br />also regret VI e were forced to vote against things we favored. Mr. <br />Bailey has just read the resolution and I would like to say first <br />that as far as the first eight paragraphs are concenred, we approve, <br />but because we were denied the privilege of voting for each paragraph <br />separately, we disapprove. We have not been attacking the Hill Re- <br />port. Yesterday we presented a prospective figure to the Committee <br />for their consideration. It was attacked, Which was certainly all <br />right and proper. Mr. Riter offered to have the Committee take that <br />matter into consideration, and take it back to the Committee. We <br />think that it is of sufficient importance that it should be considered <br />by the Water Board. Mr. Jex has prepared certain figures showing <br />what would be the effect, assuming the 400 subsidy on the Slope. We <br />simply ask that these facts be taken into consideration. We pointed <br />out the Indian rights and the Mexican treaty rights. You have before <br />you paragraph ten of this resolution, and I would like to call your <br />attention specifically to the first phrase. We started out on the <br />aSSUlllFtion that we 're to have 177,000 acre-feet on the Blue River. <br />I ask you, gentlemen, to read that and see if you see any such limita- <br />tion on it.
