I thin.l{ you <br />all have copies of this." <br /> <br />(At this point Mr. Bailey read the findings and recommendations of the <br />Conference Committee as follovlS:) <br /> <br />ij <br /> <br />FINDINGS AND llliCOMMENDATIONS OF <br />COLORADO CONFERENCE COMMITTEE <br />December 10, 1953 <br /> <br />1. <br /> <br />Mr. Petry moved that the Colorado Conference Conunittee <br />. make findings and rec01lll!lendations to the Colorado Water <br />Conservation Board for the use of that Board at its <br />meeting December 11, 1953, as follows: <br /> <br />2. <br /> <br />We find the Hill Report correct in its finding that <br />regulatory storage to take care of Lee' Ferry require- <br />ments is necessary for full development of Colorado's <br />share of Colorado River water. <br /> <br />3. <br /> <br />We desire that a substantial portion of that storage <br />be established in Colorado. <br /> <br />4. <br /> <br />That Colorado should insist on provision for substantial <br />storage in Colorado as a condition of its approval of <br />the Colorado River Storage Project Bill. <br /> <br />5. As a further condition for its approval of the storage <br />bill that Colorado should insist on explicit language <br />to insure that dovmstream storage built preceding Colo- <br />rado development could not have any priority to interfere <br />with upstream domestic, agricultural or industrial develop- <br />ment. <br /> <br />I <br /> <br />6. That Colorado should insist, as a further condition of <br />approval of the storage bill, that explicit and binding <br />language be included therein, which would clearly make <br />available the net revenue of first phase construction at <br />an early period after completion of first phase projects <br />for the benefit of particfpating projects. <br /> <br />7. That Colorado favor the inclusion of the DeBeque Reservoir <br />as a first phase project subject only to submission of a <br />feasibility report by the Bureau of Reclamation. <br />
