I look forward to participating, by phone if possible, in your meeting on July 8'b. <br />Following IlI1: some comments and questions: <br /> <br />(j) <br /> <br />The notice states a ''written comment deadline" of July 2nd. It is my understanding <br />that the notice is still a "draft." Will the actual written comment deadline be some <br />later date? If not, please let me know ASAP, and you can consider these to be <br />"written comments." . <br /> <br /><2> <br /> <br />The draft rules refer in numerous places to dates and events that are described in <br />reference to or IlI1: triggered from the time when the Board "forms" its intent to <br />appropriate. The "fonnation" of intent to appropriate is a legal conclusion to be <br />determined by the Court upon adjudication of any instream flow claim.
