The city <br />claimed the county "downzoned" the property, which reduced <br />Its value. A judge has ruled the county didn't rezone the land, <br />but other Issues are still pending. <br /> <br />Also, Goiden filed for water rights on Clear Creek to maintain <br />flows through its kayak course. The county objected to that <br />claim, saying it would prevent it and its cities from getting <br />enough water to serve current and future residents. <br /> <br />The settlement would involve Golden giving some water rights <br />to the county in exchange for resolving the dispute over Beaver <br />Brook. The county also would have to drop its objection to <br />Golden's water rights. <br /> <br />Bestor said the settlement would have to include "some kind of <br />modification" of the zoning on Beaver Brook, which has <br />outraged environmental groups. <br /> <br />"I think it's akin to blackmail," said Etta Debenham with Save <br />Open Lands, Vistas and the Environment, a Clear Creek County <br />group. <br /> <br />Copyright 2001 The Denver Post.
