"Seconded by Mr. Nelson. Is there any dis-
cussion by members of the Board on the motion?
I believe that everyone on the mailing list
for Water Board publications received Mr. Sparks'
memorandum of the 27th of January with this pro-
posed act. Is there any comment from anybody in
the room concerning this motion? Hearing none,
are you ready for the question?"

"Mr. Chairman, is this motion in regard to
the thing Larry has gone through here or is it
in regard to comments in the letter he sent to
the Governor?"

"As I understand the motion, it is merely
to adopt and support the proposed act which is
the last two sheets of the document that was
submitted under date of January 27th."

"I wonder - I notice quite often, at least
in two different places, the thing shall always
be governed by the law. It doesn't say what
law. Now you can always change laws. I wonder
if you might write up a new law that would just
knock everything cockeyed in this thing.

There is another thing I wonder, Mr.
Chairman and Mr. Sparks, if you are going to
say that all the aquifers that have any moving
water are par'_ of our water supply, if the
Colorado River is going to come up with a divi-
sion of water with the Lower Basin States and
also with some of the other Upper Basin states,
they are going to say 'Well, you guys have got
ten times the water that you never let us know
you had.'. you've got some things that might
complicate this thing."

I think the intent of this is to allow any type
of legislation to implement this and anybody
that is interested in any particular or theory
