MR. SPARKS:

MR. STAPLETON:

MR. TEN EYCK:

I wonder how much the Water Board wants to
get into these stream classifications and whether
or not this Board should furnish their repre-
sentative some directions at these hearings
around the state. Maybe it isn't necessary. I
have some ideas on what should happen but cer-
tainly these changes in stream classifications
are important to this Board and what this Board
will be doing in the future. I am wondering if
we should take a look at some of these things.
I am sure some members of the staff have but
perhaps this Board would want to make some
recommendations to me on what you want done over
there. I don't know. Do you have any ideas on
it? Maybe Ray has some ideas."

1

"I think, Si, this is a point that deserves
some explanations of what we mean by stream
classifications, and the effects of stream class-
ifications. I think perhaps Mr. Ten Eyck can
explain this to the Board.

I think this is not only confusing to this
Board but it is confusing to the citizens of
this state as to what we mean by stream classi-
fications and what the impact is if the stream
is classified fer certain purposes. I think
this Board certainly does want to get into that
aspect of the problem."

"Tom, maybe you can briefly explain this to
us, what statutes that are applied to each
classification."

"Mr. Chairman, I'll try. When the law was
passed, the classification of streams I believe
was required in the law on the basis of the use
of the stream. The classification of the stream
is not to set a standard for the stream but
simply to say what the stream is competent to
support or what the stream was being used for
at the time. This was the basis on which the
initial classification of all the streams was
made.

1
