<br />1 <br /> <br />Development of outdoor recreation enter- <br />prises on private land in rural areas is <br />accelerating very rapidly. Many ranchers have <br />found out that there is just as much money in <br />handling dudes as there is cows and in some <br />cases, the dudes are not much harder to herd <br />around than the cows. <br /> <br />There are two minor items. In one sense <br />minor and they could be major. In national <br />defense the SCS has established and maintains <br />a nationwide system for rural radiological <br />monitoring, including a network of 3,000 loca- <br />tions with equipment and personnel trained to <br />detect and measure radioactivity. These are <br />people who are carrying out their regular work <br />programs. This includes monitoring, interpret- <br />ing, reporting findings, and developing recom- <br />mendations for all agricultural land (except <br />national forests), water, livestock, and farm <br />commodities harvestable and storable on farms <br />or in bin sites in case of atomic blasts. <br /> <br />A second responsibility, in case of <br />national emergency, is to give technical help <br />to farmers and others in the selection of land <br />for food and fiber prOduction and the conserva- <br />tion, control, and disposal of water. This <br />includes advice on land best suited to prOduc- <br />tion of needed crops, land that cannot be used <br />because of radiological contamination, and <br />related matters. SCS is a member of the Colo- <br />rado USDA Defense Committee. <br /> <br />1 <br /> <br />The last one, pollution control, while the <br />only basic legislation that we have that might <br />be directly related to pollution control is <br />Public Law 46, one of the major items in that <br />law mentioned is the elimination of erosion and <br />production of sediment and as you know, I think <br />it is generally considered that sediment is <br />about 5~/o of the national pollution problem. <br />Since the amendment to the Great Plains program <br />by the last Congress there are certain provi- <br />sions in there to include pollution control <br />
