<br />1 <br /> <br />This act provided for expanded new activi- <br />ties such as the resource conservation and <br />developments projects. Here again, while this <br />is a USDA program, the SCS has the administrative <br />responsibility in resource conservation develop- <br />ment projects. <br /> <br />These projects are designed to speed up <br />resource development and conservation in areas <br />of sufficient size that they will have signifi- <br />cant impact on the local economy. They usually <br />consist of parts or all of several counties. <br /> <br />Local people and groups must initiate the <br />projects through legally constituted local <br />organizations. All agencies of USDA, as well <br />as other federal and state agencies, may coop- <br />erate in assisting local sponsors plan and <br />carry out accelerated programs of conservation, <br />development, and use of all land, water, and <br />related resources in the area, with the princi- <br />pal objective of improving the economy of the <br />area. <br /> <br />The first project was approved in June <br />1963. By March 1964 ten projects had been <br />approved for planning assistance and ten other <br />applications had been received by SCS. In <br />Colorado there have been six applications re- <br />ceived for RC&D projects. One, the Sangre de <br />Cristo project comprising Las Animas, Huerfano, <br />Pueblo, Fremont and Custer Counties, with all <br />its county and city governments and local soil <br />conservation districts as sponsors, is approved <br />for operation. <br /> <br />1 <br /> <br />Currently, one project measure approved as <br />high priority by the Project Council is out for <br />construction bids. This is a $90 to $100 <br />thousand dam to protect the city of Florence <br />from floods. A similar project to protect <br />Walsenburg from floods is planned for bid ad- <br />vertisement before June 30. This project will <br />involve a cost of $120 to $140 thousand for con- <br />struction. Numerous other project measures <br />
