Mr. <br />Stone as Colorado Director of the National Reclamation Association reported <br />that COlorado had been able to pay its rfull quota of $1667.00 for the annual <br />expense of the National Reclamation Association aXld in addition had paid illto <br />the funds of the Association $210.00 to apply on ext years quota for the state <br />which was fixed by the Board of Directors at the sum of $1667. He also oalled <br />the attention of the Board to the oauous of Colorado delegates held on the <br />first day of the oonvention at which time many questions of vital concern to <br />the reclamation inter$sts of th$ state were discuss$d. He stated that the <br />question of making an underground water study was considered by the oauous of <br />Colorado delegates resulting in a resolution being passed str'~ngly urging that <br />the Colorado Water Conservation Board take appropriate aotion towards initiating' <br />suoh an investigation. This oauous also passed a resolution highly oommending <br />Colorado' s Congressional delegation for the effioiellt work whioh had been done <br />during'the presellt Congress towards seouring the authorization of and appro- <br />priation for reclamation and wat$r oonservation projeots in the state. Many <br />able papers were presented at the meeting of the National Reola:mation Assooiation <br />all of whioh are reported in full in the "Prooeedings of the Nillth Annual Con-' <br />vention" Great Falls, Montana, September 24, 25 ll.l1d 26, 1940. It was recommended <br />that all members of the Board carefully review these prooeedings which contain <br />a fund of information respecting the rocl8.mationinove:tne1lt and problems whioh <br />concern western stat~s in the program of water oonservation and utilization. <br /> <br />Motion was made, seconded and passed that the meeting adjourn at 5 p.m. <br />to reconvene at 10 a.m. Friday, November 8, 1940. <br /> <br />------ <br /> <br />Meeting reoonvened at 10 a.m., Friday November 8, 1940. <br /> <br />Director Stone made the following' report respecting proposed survey ll.l1d <br />underground water investigation for Colorado I <br /> <br />"Due to rapid increase in pumping of uXlderground waters in Colorado and <br />the re~lization that steps must be taken toward an adequate underground <br />water study as a basis for proposed legislation,'the Director applied to <br />the United States Geological Survey for the purpose of estimating the <br />expense for adequate study. This estinate has been made by the U. S. <br />Geological Survey, and there will be submitted to the Board at its meet- <br />ing on November 7-8, 1940, the report of the u.s.a.s. arid estimate of the <br />cost. <br /> <br />"This report of the u.s.a.s. indicates that the cost of such a survey <br />will total approximately $120,000 for the South Platte Basin, the Republican <br />River Basin, the Arkansas Basin ll.l1d the San Luis Valley. This dqes not <br />include quality 01' water studies for the San Luis Valley which have been <br />initiated through cooperative arrangements between the Bureau of Reclamation <br />and the U.S.G.S., as a part of the further investigation of the San Luis <br />Valley rpoject and the proposed Closed Basin Drain. Although no obligation <br />has heretofore been made by the Board in connection with this quality water <br />study, the Board is represellted by Royce J. Tipton on a board which is <br />directing this study~ However, a request has be'en made by interested " <br />parties, at suggestion of the U.S.G.S. that an expeXlditure of approximately <br />$300.00 be made for the paymellt of part of the time of one man from the <br />U.S .G.S. who is engaged on this work. The authorization of such an expend- <br />iture 0" denial of the same must be acted upon at the next meeting of the <br />Board. <br />
