has more interest in this insofar as
you are concerned because we are represent-
ing you as citizens but there is a lot of
state land involved in this Closed Basin
so the state has some chips in the game
also.

We want to play this game so that
everybody has a hand and everybody knows
that all the cards are going to be dealt
off the top of the deck. I just wanted
you to know that there isn't any single
thing that we won't do within the bounds
of reason to help work this out success-
fully and to protect all the water users
in this state whether they are in this
Basin or in the Colorado River Basin or
wherever they may be. We will do the
best job we can to protect our interest
and still be fair to our neighbors and
still keep our commitments(under the law.

I want to thank you for the opportunity
to be here. I know there is going to be
some information developed here by people
who are experts in the field and I know
you will be gi ven an opportuni ty to ask
questions you have about it. And you can
ask them from anybody that is here. I
am sure they will be glad to try to answer
them. But I think this matter ought to
be a subject of intense study and concern
to everybody and that, if necessary, we
may have to put aside some interest that
we may think is vital to us in the interest
of the whole program.

I hope that we will not have to put
aside any substantial interest of any- I
body because you have your rights, your
water rights, and those ought to be
protected, but I think this problem
deserves everybody's concern; that we
ought to develop a lot of light and less
heat about it and try to consider it on
a mature basis and make our judgment on
that basis.
