The state <br />has more interest in this insofar as <br />you are concerned because we are represent- <br />ing you as citizens but there is a lot of <br />state land involved in this Closed Basin <br />so the state has some chips in the game <br />also. <br /> <br />I <br /> <br />We want to play this game so that <br />everybody has a hand and everybody knows <br />that all the cards are going to be dealt <br />off the top of the deck. I just wanted <br />you to know that there isn't any single <br />thing that we won't do within the bounds <br />of reason to help work this out success- <br />fully and to protect all the water users <br />in this state whether they are in this <br />Basin or in the Colorado River Basin or <br />wherever they may be. We will do the <br />best job we can to protect our interest <br />and still be fair to our neighbors and <br />still keep our commitments(under the law. <br /> <br />I want to thank you for the opportunity <br />to be here. I know there is going to be <br />some information developed here by people <br />who are experts in the field and I know <br />you will be gi ven an opportuni ty to ask <br />questions you have about it. And you can <br />ask them from anybody that is here. I <br />am sure they will be glad to try to answer <br />them. But I think this matter ought to <br />be a subject of intense study and concern <br />to everybody and that, if necessary, we <br />may have to put aside some interest that <br />we may think is vital to us in the interest <br />of the whole program. <br /> <br />I hope that we will not have to put <br />aside any substantial interest of any- I <br />body because you have your rights, your <br />water rights, and those ought to be <br />protected, but I think this problem <br />deserves everybody's concern; that we <br />ought to develop a lot of light and less <br />heat about it and try to consider it on <br />a mature basis and make our judgment on <br />that basis. <br />
