Both databases have been added to our Web site, The search page also includes a <br />link to print the Instream Flow (ISF) or NLL rights by water division. <br /> <br />The Stream & Lake Protection Staff has also begun imaging ISF and NLL water right decrees, This will <br />make these decrees electronically accessible to staff and the public, <br /> <br />GIS Technical Assistance from Reclamation: The Stream & Lake Protection Section requested <br />assistance from the Bureau of Reclamation through the Technical Assistance to States Program to <br />digitize ISF and NLL water rights for use in the ongoing "Instream Flow Needs Assessment." <br />Reclamation has accepted our proposal and will begin digitizing the ISF and NLL rights in early July. <br />Reclamation will create a GIS layer that enables the Board to plot its water rights on computer generated <br />maps and to combine that information with other statewide GIS layers, This project will be compatible <br />with the state's GIS system and the water right information can be integrated into CDSS. <br /> <br />Weather Modification Permit Program: Mark Matulik is presently administering the weather <br />modification permit program. A hearing was held during the last week in May in Center. Southern <br />Colorado Farms renewed an ongoing permit they have to use hail cannons for hail suppression for the <br />protection of crops. <br /> <br />Flood Task Force Update: The flood task force met on June 27 to discuss summer flash flood potential. <br />Presentations by John Henz and other weather specialists indicated that the 2001 monsoon season will <br />be active throughout the State. <br /> <br />Statewide Floodplain Management and Drainage Criteria Manual: WRC Engineering, under <br />contract with the CWCB for professional services, is well under way with producing draft products for <br />the Criteria Manual. The first phase of the project will provide valuable information regarding <br />floodplain regulations, drainage law, flood history, topographic mapping an field surveys, floodplain <br />delineation, map revisions, FEMA procedures, open channel flow, hydraulic structures, permitting, and <br />information resources, A second progress meeting between CWCB staff and WRC staff is scheduled to <br />take place in early August. At that time, specific chapters of the manual should be ready in draft format <br />for the CWCB staff to review, Additional funding sources are now being sought out to let another <br />contract with WRC in order to produce additional chapters covering a variety of flood-related topics, <br /> <br />Colorado Water Trust: The Colorado Water Trust held its first official meeting in June, The newly <br />appointed board members were provided background on the mission statement, formed subcommittees <br />and discussed future action, A second meeting is scheduled for this month, <br /> <br />MEGA Board Meeting: We presented our request for severance tax funs for planning activities to the <br />Minerals Energy and Geology Policy Advisory Board in Paonia on June 11, <br /> <br />Since July 1995, one-quarter ofthe severance tax receipts credited to the Severance Tax Trust Fund are <br />placed in an Operational Account. The Operational Account must support programs that promote and <br />encourage sound natural resource planning, management, and development related to mineralS', energy, <br />geology, and water. The CWCB is allowed to request up to five-percent of the funds in the account. <br /> <br />The severance tax revenue the CWCB has received has been a valuable addition to the funding we <br />provide from our Construction Fund for local water planning activities and water project loans, A list of <br />the proposals we presented is attached to this memo. The request is larger than in past because the <br />demands for assistance are greater. <br /> <br />River Surface Recreation Meeting: On July 5 we met with other officials from DNR to discuss issues <br />associated with the "right to float" controversy. We will provide information we have about water rights <br />and dam site locations to the Division of Wildlife that can be considered during the preparing of any <br />proposals to address the issue, When more information is available about this issue we'll provide it to <br /> <br />5 <br />
