The Irrigation Company has retained <br />the services of Smith Geotechnical, out of Fort Collins, Colorado to prepare design plans and specifications for <br />the proposed improvements. Improvements to Reservoir No, 5 were designed and completed in 1999. Indian <br />Creek and No, Reservoirs are currently under design, The proposed improvements to Indian Creek Reservoir <br />involve a new 500-ft.long spillway, replacement of the outlet structure, new toe drains, and reshaping the <br />downstream dam face, The proposed improvements to Re~ervoir No, 4 include, relocation of the spillway to the <br />center of the dam, replacing the existing outlet structure and Parshall flume, new toe drains, rip rap placement, <br />and reshaping the upstream face ofthe dam. Construction of Reservoir 4 and Indian Creek are tentatively <br />scheduled to occur in the Fall of 2001. <br /> <br />7, El Paso County Water Authoritv - County Water Master Plan <br />Authorization: Grant County: El Paso <br />Water Source: nJa Project Yield: nla <br />Terms of Loan: $200,000 Project Type: Water Master Plan <br /> <br />This project is a five-year program of technical studies aimed at the development of a long range, countywide <br />water master plan. The purpose of the plan is to devf:lop water resources, systems, and facilities in whole or in <br />part for the benefit of the Authority members and their inhabitants, and other residents of the county, now and into <br />the future. The County is currently focusing on eight: study areas; El Paso County water resources, potential <br />water import projects, optimum county water distribution infrastructure, water plan for private well owners, water <br />reuse projects, synergistic projects with Colorado Springs ~tilities, other studies, and an overall project master <br />plan summary, The Water Authority has completed :Phases I, 2A, 2B, 3, 4D, and 4E ofthe Master Plan. The _ <br />overall Master Plan is approximately 40% complete. . <br /> <br />8. Weld County Tri-Area Sanitation District - Regional Detention Pond <br />Authorization: HB 00-1419 county: Weld- S. of Frederick <br />Water Source: nJa Project Yield: nJa <br />Terms of Loan: $1,500,000 @ 5,00% for 30-years Project Type: Regional Detention Pond <br /> <br />The communities ofDacono, Frederick, Evanston, and Fitestone have consistently experienced flooding problems <br />due to storm runoff from irrigated farmlands and adja.cent! developments. These communities have suffered many <br />recorded flooding events, dating back to 1957, which caused in excess of $300,000 in flood related damages. <br />With significant population growth occurring within the District, the District cooperated in the development of the <br />1-25 Corridor Master Drainage Plan, The master drainag~ plan recommended that the existing detention pond <br />located on the south side of Frederick be enlarged to a regional detention pond, to mitigate future flood damage to <br />the surrounding communities. The regional detention popd would encompass over 60 acres ofland and store <br />approximately 146 acre-feet of stormwater during a 100-year event. The Sears-Brown Group is completing the <br />design during the summer of 2001, with construction ten~tively scheduled to commence in the Fall of 200 I. <br /> <br />9. Collins <br />Water Source: Dry Creek Basin project Yield: NIA <br />Terms of Loan: $920,000 @4.25% for 30-years Project Type: Flood Mitigation <br /> <br />Dry Creek is located north of Fort Collins, with a majority of its 75 square miles of drainage basin area located <br />within Larimer County, The uppermost portion of the b~sin consists of rangeland and irrigated pastures, The a. <br />lower portion of the basin within the city limits of Fort qollins consists of commercial, industrial, and residential_ <br />development. Over the years the lower 2/3 of the Dry Cr~ek floodplam comdor has almost been completely <br />eliminated due to development. The 100-year runofffi>r Dry Creek is 5,022 cfs, The intent of the project is to <br />
