The basis rationale for reaching that <br /> <br />conclusion is twofold - number one, the spirit and original <br /> <br />intent of the Water Board's.Construction Fund was that it <br /> <br />be, over the long run, a self-sustaining, revolving fund. <br /> <br />If we were, for any project purpose, flood control or <br /> <br />otherwise, to begin a process of allowing grants basically <br /> <br />that revolving fund concept would not remain in tact. <br /> <br />Secondly, I arrived at the conclusion based on the fact that <br /> <br />it is my opinion that as long as the beneficiaries of a <br /> <br />project can be readily identified and they do not create <br /> <br />major administrative problems in identifying those benefi- <br /> <br />ciaries and collecting from them, then the'project purposes <br /> <br />should be reimbursed by such beneficiaries. <br /> <br />In the case of flood control, it's generally easy <br /> <br />to identify the people who will be in the flood plain who <br /> <br />are, therefore, property owners that are beneficiaries of <br /> <br />CHARLINE K.
