I
I
I
I
I
I
I
I
I
I
I
I
I
I
I
I
I
I
I

4

or not the Board would like to consider flood control

projects to be non-reimbnrsable of if, despite that type of

project purpose, the Board ,would prefer that those

projects be reimbursable.

The staff ,did an analysiS of the situation and

came to the conclusion that projects with flood control

purposes should be reimbursable as are projects with any

other purpose. The basis rationale for reaching that

conclusion is twofold - number one, the spirit and original

intent of the Water Board's.Construction Fund was that it

be, over the long run, a self-sustaining, revolving fund.

If we were, for any project purpose, flood control or

otherwise, to begin a process of allowing grants basically

that revolving fund concept would not remain in tact.

Secondly, I arrived at the conclusion based on the fact that

it is my opinion that as long as the beneficiaries of a

project can be readily identified and they do not create

major administrative problems in identifying those benefi-

ciaries and collecting from them, then the'project purposes

should be reimbursed by such beneficiaries.

In the case of flood control, it's generally easy

to identify the people who will be in the flood plain who

are, therefore, property owners that are beneficiaries of

CHARLINE K.
