At least, <br /> <br />the members of the subcommittee felt -- and went along with <br /> <br />the staff recommendations -- that these projects, flood <br /> <br />control and recreation projects, should be reimbursable. <br /> <br />Bill, would you like to comment first on the <br /> <br />position of the staff? <br /> <br />MR. McDONALD: Thank you. Very brief background - <br /> <br />the Water Conservation Board Construction Fund, as originallY <br /> <br />set up by the Legislature, did not provide that flood <br /> <br />control and recreation could be project purposes. With the <br /> <br />passage of Senate Bill 537 this past June, those two <br /> <br />projects purposes were added among those that board projects <br /> <br />can now contribute towards. In the passage of that bill, it <br /> <br />was specified that all or any portion of the cost attributab e <br /> <br />to flood control and recreation may be considered non- <br /> <br />reimbursable at the discretion of the Board. And, the <br /> <br />Board's recommendation in that regard would be subject to <br /> <br />the Legislatures' approval when they review the Board's <br /> <br />reconunendations. <br /> <br />The issue before the Board, therefore, is whether <br /> <br />CHARLINE K.
