FETCHER: So that in the case of the million

dollars appropriated for Yamcolo, as an example, where it

basically has irrigation, approximately a third and

industrial-municipal two-thirds, you would apply the three

percent. How do you evaluate recreation?

MR. McDONALD: Does it have recreational benefits

in the first --

MR. FETCHER: Sure. A lot of the people in the

audience will be there fishing.

MR. McDONALD: There are standard procedures

utilized by the Bureau ot Reclamation and now the Water

and ,Power Resources Services as to how the project costs

are allocated to different purposes. Those standard

procedures could very easily be adopted by the Board and

staff.

~1R. FETCHER: You can see I'm sort of in a

bargaining position here right now, in view of the six

percent coming up on the rest of it.

CHAIRMAN STAPLETON: Are there any other comments

on either Agenda item 3 or 4, of the Board?

CHARLINE K.
