BASIS FOR INSTREAM FLOW RECOMMENDATION

. The DOW documented that a natural environment is present in the form of a broWn troUt fishery::'

. Based on the DOW's biological recommendation, flows of! cfs, summer, and 0.75 cfs, winter, are
necessary to preserve the natural environment to a reasonable degree. However, the winter instream
flow recommendation was reduced to 0.3 (10/15 - 5/14) based on the water availability analysis. The
DOW believes the lower flow recommendation will still preserve the natural environment.-
. CWCB staffhas conducted a water availability analysis and determined these amounts are available for
the Board's appropriation. " ~.

. CWCB staffhas determined that adequate water supplies exist such that the natural environment may be
preserved without limiting or foreclosing the exercise of valid existing water rights.
