BASIS FOR INSTREAM FLOW RECOMMENDATION

· The DOW documented that a natural environment is present in the form of a brook, rainbow and
cutthroat trout fishery.

Based on the DOW's biological recommendation, flows of I.S cfs, summer, and 0.5 cfs, winter, are
necessary to preserve the natural environment to a reasonable degree. However, the winter instream
flow recommendation was reduced to 0.35 cfs (2115-4/14) based on the Water availabilitY 8Iia1ys1s.The'
DOW believes the lower flow recommendation will still preserve the natural environment.
. CWCB staff has conducted a water availability analysis and determined these amounts are available for
the Board's appropriation.

. CWCB staffhas determined that adequate water supplies exist such that the natural environment may be
preserved without limiting or foreclosing the exercise of valid existing water rights.
