<br />tit <br /> <br />COLORADO WATER CONSERVATION BOARD <br /> <br />Public Rulemaking Hearing on Amendments and Additions to <br />Rules Concerning the Colorado Instream Flow and Natural Lake Level Program <br />2 CCR 408-2 <br /> <br />REPORT OF PREHEARING CONFERENCE <br />February 26, 2003 <br /> <br />Introduction <br /> <br />A Prehearing Conference in this rulemaking proceeding was held on <br />Wednesday, February 26, 2003, beginning at 9:20 a.m. at 1525 Sherman Street, <br />Denver. In attendance were the following: <br /> <br />tit <br /> <br />Felicity Hannay, Deputy Attorney General, Prehearing Officer <br />Linda Bassi, First Assistant Attorney General, representing CWCB staff <br />Alexandra Davis, Assistant Attorney General, representing CWCB staff <br />Dan Merriman, CWCB staff <br />Ted Kowalski, CWCB staff <br />Anne Janicki, CWCB staff <br />Mark Uppendahl, CWCB staff <br />JeffBaessler, CWCB staff <br />Andrew Peternell, representing Trout Unlimited <br />Lee Miller, representing the Colorado Farm Bureau <br /> <br />Other entities submitting timely written comments but not represented at the <br />Prehearing Conference are The Southwestern Water Conservation District and the <br />U.S. Bureau of Land Management (BLM). In this Report of Pre hearing Conference <br />the four entities that submitted timely written comments sometimes are referred to as <br />Presenter(s). <br /> <br />Revised Proposed Agenda/or the Rulemaking Hearing <br /> <br />The Prehearing Conference attendees discussed the agenda for the hearing to <br />be held on Monday, March 24, 2003 and reached general agreement on the order of <br />the Scheduled Oral Presentations and the time for general public comments. After the <br />Prehearing Conference there was additional informal telephone communication <br />among the Prehearing Conference attendees. The following proposed hearing agenda <br />is the result of all the foregoing communications. The Colorado Water Conservation <br />Board will consider and adopt a final hearing agenda at the commencement of the <br />hearing on March 24. <br /> <br />tit <br />
