<br />Pos\t\on of the Colorado Water Conservat\on Board <br /> <br />. <br /> <br />The Colorado Water Conservat\on Board, at \ts July 13, 1984, meet\ng, <br />d\ scussed the proposed CREST program as outl \ ned \n the mater\a 1 s <br />transmHted by a June 8 letter from the Bureau of Reclamat\on. By a <br />unan1mously passed mot10n, the Board took the pos1t10n that: <br /> <br />1. It supports the CREST program so long as 1t 1s conducted <br />as a demonstrat10n program whose object1ves are: (a) to <br />advance the understand1ng of the teChnology of w1nter <br />cloud seed\ng as a potent\al means of augment\ng the flows <br />of the Colorado R1ver pursuant to the ob11gat10ns of the <br />federal government under the Colorado R1ver Bas1n Project <br />Act of 1968, and (b) to develop the 1nformat10n needed to. <br />conf1rm that snowfall and runoff 1s 1ncreased and to <br />assess the soc1al and econom1c 1mpacts of cloud seed\ng, <br />and <br /> <br />. <br /> <br />2. It \s opposed to the use of CRSP power revenues to pay <br />for any port10n of the proposed CREST program unt\l the <br />or1g1nal1y 1ntended benef1ts of the CRSP power revenue <br />system, and a level of development of Colorado's water <br />resources equ1valent to that contemplated by currently <br />author\zed, but unconstructed, part1c1pat1ng projects, <br />are rea11zed. <br /> <br />. <br />
