Endangered Species Issues

Colorado River Fishes

The staff will report orally at the Board meeting on the
status of the coordinating co~~ittee effort concerning the
Colorado River endangered fish species.

Whooping Crane

The Bureau of Reclamation and the Fish and wildlife
Service's proposed plan of action for the Platte River was
discussed at the Board's September meeting. Jeris Danielson and
I subsequently attended a September 28 meeting of the two federal
agencies and three states at which Colorado's continuing concerns
with some aspects of the proposed plan of action were expressed.

The plan of action has again been redrafted in an effort to
resolve various issues raised by the parties attending the
September 28 meeting. This new redraft is attached.
Unfortunately, we have not had time to prepare a summary and
analysis of it since it arrived during the holidays.

The Board will need to discuss this redraft as the Bureau
and the Service will be seeking the State's views shortly. I
will try to prepare a written analysis for the Board meeting.

Potential Amendments to Endangered Species Act

The federal Endangered Species Act (ESA) is, of course, the
source of the difficult issues being faced in the Upper Colorado
