Lower flows are sought by those downstream seeking to alleviate
overbanking and erosion from high snowmelt runoff such as was
experienced in 1983 and 1984, but space for water conservation
storage may have to be sacrificed if this is done.

.

Recommendation

Since we have just received the Corps's report, we have not
yet had a chance to distribute it to and discuss it with
interested parties nor thoroughly analyze it ourselves in
consultation with the State Engineer. Under the circumstances, I
recommend that the Board direct the staff to distribute the
report to the interested parties and consult with them in
preparing a recommendation to the Board concerning target flows
at Henderson for its consideration at the next meeting. Once the
target flows at Henderson have been decided upon, the available
space can be finally determined and the issue of allocating that
space dealt with.

JWM/gI

Attachments: as stated

cc: Lakewood
Englewood
Central Colorado WCD
Morrison
Mt.
