The D-J . <br />program is financed through a ten percent federal excise tax on <br />sport-fishing tackle, with funds allocated to the states by a <br />formula based on the number of anglers and the land and water <br />area of each state. The program is administered by the Fish and <br />wildlife Service with the states providing a $1 match for each $3 <br />of federal funds. <br /> <br />In 1984, Congress passed the Wallop-Breaux Bill, which is <br />also known as the Dingell-Johnson Expansion Legislation. This <br />legislation provides for increased revenues for the D-J Program <br />through a marine fuel tax, tariffs on imported fishing gear and <br />foreign made yachts and pleasure crafts, and an excise tax on <br />additional domestic fishing tackle and electric trolling motors. <br />This expansion is expected to add another $70 million and perhaps <br />more to the approximately $35 million a year now available to the <br />states through the D-J Program, almost tripling each state's <br />annual apportionment. Colorado's present allocation of $800,000 <br />could expand to $2.3 million. <br /> <br />The Division of Wildlife has used the D-J Program funds for <br />fishery research and inventorying, ?roperty acquisition, boat <br />ramps and related facilities, and to acquire access easements. <br /> <br />217 <br />ai/9c <br /> <br />. <br />
