~REAS, Under acts of Harch 4, 1921 and December 5, 1924,
Reclaoation is authorized to receive, accept and expend in connection with
money appropriated by the United States for the pUrposes for ~hich contri-
buted as though specifically appropriated therefore, moneys for, among
other things, cooperative investigations and surveys involving operations
si~lar to those provided for in Reclamation Law; and

WHEREAS, it has been determined chat a joint, cooperative study
and investigation and cost sharing program between Reclamation and CORY is
necessary to dete~ne which of the 71 designated projects are best suited
to potentially serve as water storage sites; and

WHEREAS, subject to congressional authorization and appropriation,
Reclamation and CORY intend to pursue further investigation and development
of such sites through modifications or amendments to this contract if the
cooperative studies here described show that uSe of any or all of these
glacial moraine sites may be potentially feasible of development from an
economic and engineering view; and

WHEREAS, Reclamation acting through the Regional Director, Lower
Missouri Rhegion, Denver, COlordado, and Upper Cfolorahdo DRegion, Salt La~e .~
City, Uta, have been delegate the lead role or t ~ epartment of the
Interior for the purpose of implementing these studies as well as the
exercising of any other rights pursuant to this agreement; and

WHEREAS, the Lower Missouri Region will take the lead on all'
studies east of the Continental Divide and those west of the divide that
are tributary to the collection systems of the Colorado-Big Thocpson and
Fryingpan-Arkansas and tributary to Green Mountain and Ruedi Reservoirs,
and the Upper Colorado Region will take the lead on all other studies west
of the Continental Divide.

New, THEREFORE, in consideration of these premises and the mutual
agreements herein contained, the parties to this contract covenant and
agree as follows:

1. SPECIAL INVESTIGATIONS

1.1 The parties agree that CORY shall provide 50 percent of the
total cost required for the investigations as enumerated in exhibit A attached
hereto and made a part hereof.

1.2 Commencing with the execution of this contract by the parties
hereto and d~ring the fiscal yeac 1986 beginning October 1, 1985, Reclamation
will initiate wock and will perform and advance as rapidly as practicable ~
those items outlined in the Plan of Study. It is understood by the parties ..,
h"reto that Reclamation's obligations under this contract ace (except as to
funds advanced by CORY) subject to obtJining congcessional appropriations, but
thJt Reclamation may accelerace the co~encement of the studies by either
