FINAL SUMMARY MINUTES AND RECORD OF DECISIONS! February 23, 2001 Special Telephonic Meeting Corrected and Approved March 26-27, 2001 Tuesdav. Februarv 23. 2001 Call to Order 9:00 a.m. A special telephonic meeting of the Colorado Water Conservation Board was held at 1313 Sherman Street, Room 721, Denver, Colorado 80203 at 9 a.m. Friday, February 23, 2001. The meeting was called to order by Chairman Lewis Entz. Seven voting members were present at the call to order so a quorum was present (at least six required). Board members present either in person or by telephone on this date were Bob BUff, Keith Catlin, Lewis Entz, Eric Kuhn, Harold Miskel, Donald Schwindt, David Smith, Patricia Wells, Eric Wilkinson, Felicity Hannay and Jennifer Gimbel (representing the Attorney General), and Rod Kuharich. The meeting was recorded by the telephone conference operator. 1. Call to Order Action: The meeting was called to order by Chairman Lewis Entz. 2a. Review and Approve Amendments and Revised Proposals Concerning The Proposed Water Banking Bill Action: A motion was made by Eric Wilkinson that the Board support this bill with the provisions listed below: Page 2 line 2 - change "than" back to "that". Page 5, middle of page - insert a period after the phrase "vested water rights" Page 6, 2nd underlined line - change "identified" to "listed". The motion was seconded by Harold Miskel and approved unanimously (9-0). lA complete record of the meeting has been made on audio cassette tapes. The tapes and the associated written materials are the only legal record of the meeting. These written sunnnaries are intended only as an aid to research and a guide to the tapes.
