v
,. .

.

.

.

ATTACHMENT 4

FPR 00-523
Floodplain Management Study, Douglas Wash at Clifton, Colorado, dated July
2000.

KEY ISSUES:
. This report was prepared by the Natural Resources Conservation Service (NRCS) at the request of
Mesa County and in cooperation with the CWCB.

. New detailed floodplain information for a reach of Douglas Wash, a small left-bank tributary to the
Colorado River, was developed for a total length of just over 6 miles for East Douglas Wash and West
Douglas wash.

. Rapid development is occurring In unincorporated Clifton as a result of population growth and
economic expansion.

. Past flood events in the area have caused damage and created concern over existing and future
developments in the floodplain areas.

COMMUNITY RESPONSE:
The NRCS transmitted a copy ofthe subject report to the CWCB for review and approval. A
description of the CWCB's designation process was included in the report. CWCB staff has
been in contact with community officials regarding this study as well. The formal designation
and approval for this study is being taken under Rule 9.D.l, community request.

SUMMARY:
The staff recommends Board approval of the floodplain resolution for the Mesa County and the
unincorporated community of Clifton, Colorado that designates specific stream reaches of Douglas
Wash published in the July 2000 report. Formal action by the Board will assure that the floodplain
information has been appropriately recognized by the state, thereby complying with state statutory
requirements.

7
