September 21-22, 1998 Board Meeting--
South Platte River Chaunel Project, Right-of-Way Action

INTRODUCTION .

At the November 6-7, 1995, Board Meeting, approval was given to grant requests for easements
in CWCB's right-of-way along the Chatfield Downstream Chaunel Improvement Project on a
case-by-case basis. The Board has received a request for an easement from the City of Littleton,
Colorado (City) - Request letter attached. This request by the City is for the construction of a
bike path which will be located in the Little Creek floodplain at its confluence with the South
Platte River Chaunel Improvement Project.

DISCUSSION

The purpose for the construction is for the relocation of an existing bike path from the recently
purchased Riverfront Property by EchoStar Corporation. The area of usage for the construction
of the bike path is 8 feet x 60 feet (480 sq. ft.) within the left floodplain at Little Creek. The new
bike path will tie-in to the South Suburban Park & Recreation District bike path and trail system.

The South Suburban Park and Recreation District (District), which manages the park and
recreational activities within the Board's project lands, supports this proposal and supports the
City's request. CWCB Staff has a complete copy of the proposal for the project.

Staff reviewed the proposal on the September 2, 1998 with the applicant and found that the
proposal is compatible with the "operation and maintenance" responsibilities of the Board for the
flood control project.

1
