<br />MR. SPARKS: Right. <br /> <br />MR. STAPLETON: But it will be in the hearings generally if they are in <br />by the 20th. <br /> <br />I <br /> <br />MR. SPARKS: That is correct. The Federal Register says, "The record <br />will remain open for comments until August 20," talking about the general <br />record. But the record for each specific area has its own dates. <br /> <br />MR. BATES: I called John on that very thing, and he verified exactly <br />what you said. <br /> <br />MR. THOMSON: Tommy Thomson, Southeastern District. Our Board discussed <br />this at great length on Thursday. We did not develop a policy state- <br />ment in time. But we want to go on record after the hearing tomorrow <br />supporting the State of Colorado. I will personally testify at the <br />Washington hearings. <br /> <br />As to the question as to whether governors of other states are concerned <br />about this, I talked to the representatives of the Governor of Louisiana <br />yesterday. He was very unhappy because he did not get a copy of the <br />Federal Register until the National Association of Governors sent him a <br />copy last week. The White House didn't even have the courtesy to send <br />him a copy. I know this personally, because I delivered Governor Lamm's <br />copy. <br /> <br />The southeastern governors are doing the same thing that you mentioned, <br />Larry, protesting the time element and the procedure and the thing in <br />its entirety. <br /> <br />MR. STAPLETON: Any further discussion? (No response.) <br /> <br />I have read Mr. Sparks' inflammatory draft, and I agree <br />Sherman, there may be some slight modifications of it. <br />event, when it is made, I think it will be transmitted <br />will be helpful. <br /> <br />I don't think that there is any need for any member of the Board to be . <br />present tomorrow or Friday.
