I

I

I must go to Washington this afternoon. I will testify on Friday. But
for the task force purpose, I wonder if you all would like to have a
docurtlent from. which to springboard and tear apart. I have such a - .
document that we prepared. We prepared it in close cooperation with
my Board and our Washington counsel.

So those are the approaches we have taken, Mr. Chairman.

MR. STAPLETON: Mr. Fischer, I think we would all like to have a copy
of your statement. If you have one copy, I think we can get it
duplicated. I am anxious to see what the overall strategy and state-
ments of the participants from Colorado are. And we certainly appre-
ciate having you here.

Does anyone else have any comments on this?

MR. RICE: I am Buford Rice, of the Colorado Farm Bureau, and we are in
the process of preparing a statement. We will be presenting it at, I
think it is ten o'clock, on Friday morning. A young farmer and rancher
from over at Newcastle will make the statement for us.

The thrust of it, as you might guess, is going to be quite critical of
this whole process. It will be a brief statement because of the time.
we have had to review it. But we will try to point out some of the
implications of it to irrigated agriculture.

We were notified yesterday to follow up on a comment that:was made that
there were an additional 23 pages of Federal Register. We don't have a
copy of it. - It was just printed this week. I was wondering' if Felix
was aware of it or if anybody. has a copy of that.

MR. SPARKS: I suppose we will get it in due time.

MR. STAPLETON: Rolly, do you have a copy of that now?

MR. FISCHER: No. I expect to pick one up in Washington tomorrow
morning. Our Federal Register, you see, in themail.is 5 or 6 days
behind. This is one of the great problems. But I did talk to our
Washington attorney, who has seen it and is in the process of preparing

.
MR. SPARKS: When was that published; do you know?
MR. FISCHER: I believe it was on the 18th. Was it the 18th?
MR. RICE: That is when it was scheduled to be published.
MR. GOSLIN: Yes. That was Monday.
MR. FISCHER:- Okay. It was published on the 25th. It was 7 days late.
MR. SPARKS: We haven't seen it yet, but we are expected to testify on
it tormorrow.

MR. FISCHER: That is exactly right, Mr. Sparks.

~17-
