The
General Assembly has appropriated the funding to the CWCB via the Long BilL It has been the
CWCB's understanding that the money carne from the CDOW Wildlife Cash Fund, which is
comprised of revenues from wildlife license fees and moneys from other wildlife sources,
However, starting in 2002, the CDOW provided the funding from its US. Fish and Wildlife
Service ("FWS") Federal Assistance Grants,

The FWS audited the CD OW for the period from July I, 2001 through June 30, 2003 regarding
its uses of the federal grant money, For state FY 2006, the CD OW has arranged to have the
funding transferred to the CWCB from the CDOW Wildlife Cash Fund rather than from federal
grant funds, However, CD OW still must address concerns raised in the audit to the satisfaction
of the FWS and, pursuant to sections 33-1-117 and 118, C.R.S., demonstrate that its use of all
funds is limited to wildlife purposes in accordance with federal law, To that end, the CDOW
proposed that the CWCB and CDOW enter into an Interagency Agreement to document the
funding provided by the CDOW and the activities undertaken by CWCB staff and the Board
related to the ISF Program,
