."t>~.o:::::

Mr. Miller."

MR. MILLER:

"The inter-agency cortunittees - I think we
sit on four of them and we have another com-
mittee that's sort of a fifth, isn't that
right?"

MR. SPARKS:

"Yes."

MR. MILLER:

"So we do have a lot of time and money con-
sumed in that regard and it's a question as
to whether you get your money's worth. At the
request of dovernor McNichols and this Board I
sat on the Missouri Basin Inter-AgencyCortunit-
tee for five years. It was the one that holds
the most number of meetings, I guess, per year.
Anyway, this took 20 days out of ~ m"'''g'''-c time
that I have to earn a living, but I was glad
to do it because I felt that it was important
to the state to be represented at these informal
meetings. Now this gets into the question of
the >>ater Resources Act of 1963 which was de-
signed, in part, to substitute for inter-
agency committee meetings. I don't know just
what the effect is going to be in the long run,
but I think we ought, if possible, to have a
representative at each of these inter-agency
committee meetings, and I realize that if you
haven't got the money you can't go.

I think it would be worthwhile to devote
some time at some future meeting of the Board
to this relationship of inter-agency committee
meetings to projects that become projects by
reason of the work that is done in the back-
ground of these inter-agency committee meetings
and the relationship to the Water Resources
Planning Act and the extent to which coordina-
tion in water planning is furthered by either
or both of these things.

FOr the Missouri Basin - I've made this
statement whenever I get the opportunity - two-
thirds of the people in the State of Colorado
live in it and I assume they pay two-thirds of
the taxes and I think it's poor economy to not

I

I
