possible to see that the budget cuts in these
vital areas are restored, whether it's by cuts
in other areas of our state activities or
whether it's by deficiency appropriation to
see that this Board and its staff is afforded
the funds with which to operate. And I hope I
am sounding a call to the Director of Natural
Resources and the Governor of this state that
we won't sit still for this to happen. This is
imperative. If we don't protect our water
somebody else is going to get it. This has
happened in the past and it will happen again
and if we allow this to happen this Board is
going to preside over the end of Colorado's
water development.

I think this is something where we can't
sit still and allow it to pass without this
Board taking every action possible to see that
the cuts are remedied and restored."

that Senator Gill came in at the tail end of
that. Nice to have you with us, Senator Gill,
a very timely entrance.

"Mr. Chairman, the letter to which Mr.
Sparks has referred came out as a blanket
announcement from the Controller's office.
When the letter was called to my attention I
brought the question immediately to the Gover-
nor and he, in turn, directed me to see Mr.
Spurlin and make sure that this l~h blanket
cut did not interfere or was to include the
water projects of the State of Colorado. Mr.
Spurlin has been informed to restore the funds
that are available for this year's operations."
