<br />-'oC\o <br /> <br />Now, we felt this would satisfy everyone, <br />but in this we were mistaken. We had taken <br />care of the Riverside, we thought, and the <br />North Sterling also, but the Riverside area <br />still insists the only feasible plan is to <br />construct a reservoir at the Weld County site. <br />Th~challenged the Bureau's comparison cost <br />between the two reservoirs. For some three <br />years now we have been evaluating these two <br />plans and coming up with comparative cost <br />analyses and hydrologic analyses, and so on. <br />We've put over 100,000 man hours into this <br />study and a quarter of a million dollars. Yet <br />it is still challenged as being unsound, and <br />perhaps it is. We've not been able to deter- <br />mine that it is. In any event, in an attempt <br />to satiSfy the many objections that have been <br />raised we requested that the Weld County site <br />be drilled out, core drilled, which was done. <br />We are now hiring independent appraisers to <br />appraise the land costs at the two sites. I <br />think a survey by the Riverside group indicated <br />that the cost at Narrows would be somewhere in <br />the neighborhood of $16 million and that the <br />cost at Weld County would be about $2~ million. <br />This is a tremendous disparity over the figures <br />that the Bureau has shown. There is no way <br />you can even start to reconcile the differences <br />of opinion. So we are now employing indepen- <br />dent appraisers to attempt to come up with an <br />impartial, or a third party's, view as to the <br />comparative costs of these two reservoir sites. <br /> <br />I <br /> <br />The engineering costs are not challenged. <br />As a matter of fact, the Riverside District <br />employed a California engineering firm to <br />make an analysis of the two sites. The engi- <br />neers came in and said they could not discover <br />any discrepancies as far as the engineering <br />costs were concerned, but that they did <br />recommend that a more thorough analysis of <br />the right-of-way acquisition be made.
