-'oC\o

Now, we felt this would satisfy everyone,
but in this we were mistaken. We had taken
care of the Riverside, we thought, and the
North Sterling also, but the Riverside area
still insists the only feasible plan is to
construct a reservoir at the Weld County site.
Th~challenged the Bureau's comparison cost
between the two reservoirs. For some three
years now we have been evaluating these two
plans and coming up with comparative cost
analyses and hydrologic analyses, and so on.
We've put over 100,000 man hours into this
study and a quarter of a million dollars. Yet
it is still challenged as being unsound, and
perhaps it is. We've not been able to deter-
mine that it is. In any event, in an attempt
to satiSfy the many objections that have been
raised we requested that the Weld County site
be drilled out, core drilled, which was done.
We are now hiring independent appraisers to
appraise the land costs at the two sites. I
think a survey by the Riverside group indicated
that the cost at Narrows would be somewhere in
the neighborhood of $16 million and that the
cost at Weld County would be about $2~ million.
This is a tremendous disparity over the figures
that the Bureau has shown. There is no way
you can even start to reconcile the differences
of opinion. So we are now employing indepen-
dent appraisers to attempt to come up with an
impartial, or a third party's, view as to the
comparative costs of these two reservoir sites.

I

The engineering costs are not challenged.
As a matter of fact, the Riverside District
employed a California engineering firm to
make an analysis of the two sites. The engi-
neers came in and said they could not discover
any discrepancies as far as the engineering
costs were concerned, but that they did
recommend that a more thorough analysis of
the right-of-way acquisition be made. That
we are doing through independent appraisers.

I

The second thing we are doing - we have
another Ruedi fight allover again - the people
