08/22/85 City and County request COE assistance
in replacing a portion of levee adjacent to
Cole Park (damaged in June, 1985) and in
extending levees in upstream end of
system, northwest of City.
09/10/85 COE initiates reconnaissance investigation to
determine nature and extent of sediment
deposition in Rio Grande in vicinity of
Alarnosa, and to consider benefitlcost ratio of
potential solutions, Complete report to serve
as basis for funding project, if determined
economically feasible,
09120/85 Joint City/County Emergency 404 Pennit
application submitted to COE in order to
improve channel capacity with available
funds, by 11/1/85, prior to nert flood
season.
09/27/85 COE issues emergency permit (permit No,
CO-OYT -0436) for bank stabilization with
riprap on the Rio Grande at Alarnosa,
1lI05185 In addition to approving an amendment to
enable use of city/county 1984 CDBG
contracts funds for the flood project,
DOLA otTers to provide $200,000 Impact
Assistance grant. DOLA recognize that
city and county have entered into an
agreement with DO DES 'to perfonn
annual operations and maintenance work
on the local dike and levee system.'
However, "it is not now dear where the
n<<ded funds [for this) will come from
since the recent mill levy increase election
(San Luis Valley Water Conservancy
District) failed."
