As I look at this <br />$10,000 for tne Rio Grande Salvage project <br />and these others, it seems to me it's just <br />peanuts. If it is going to take five years <br />to get this Rio Grande project settled down <br />there, a lot of things can happen in five <br />years with the critical situation that faces <br />us in the San Luis Valley. I think one job <br />of this Board is to go after more money for <br />everything that will do anything to help us <br />get more water for Colorado and utilize our <br />water resources to the fullest. BARNARD, JR. : "No, I am speaking as John Barnard, Jr. <br />with four years experience on the Board and <br />working with the other water agencies in <br />the State. Several general principles have <br />evolved from the work we have been doing <br />the past two years, especially the Colorado <br />Water Congress and other activities of the <br />,water organizations and agencies. One of <br />them is that we are not cooperating enough <br />with other interested agencies and institu- <br />tions in fathering and disseminating inform- <br />ation. Another general principle is that <br />90% of the real serious conflicts that we <br />have result from exactly the type of situa- <br />tion that the gentlemen described. The <br />fact that somebody thinks this cloud seed- <br />ing program is reducing precipitation and I <br />somebody thinks it's increasing precipita~ <br />tion and no one knows for sure. But be- <br />cause everybody is afraid that this is <br />happening, they are opposed to it. <br /> <br />I personally believe that anything <br />that we can do to help get the facts, <br />granted that we won't get absolute facts, <br /> <br />, <br />
