Everything that <br />we do is in the nature of a joint venture. <br />This program that we are speaking of is <br />somewhat different from the normal proce- <br />dure which the Colorado State University <br />would follow. I ,really can't answer the <br />question of whether or not they should carry <br />this burden themselves or whether it is a <br />joint venture with this Board. <br /> <br />I think unquestionably if this Board is <br />convincEd that any venture is properly within <br />the jurisdiction of this Board, then it is <br />proper to enter into any cooperative agree- <br />ment with any other State or Federal agency. <br />I think this Board must be convinced in the <br />first instance that it is a proper function <br />of this Board and that it is the type of <br />endeavor which should be undertaken under <br />the sponsorship of this Board. If you ans- <br />wer those questions then I'm not afraid of <br />appearing before any legislative body and <br />asking for appropriations." <br /> <br />" <br /> <br />MR.
