I

I

.LJ"j;:::;I

money to assist the University to carry out
their work. I think we would be criticized
severely by the State Legislature for this
appropriation if we were to make it."

MR. STAPLETON:

"I'd like Larry to answer that if he
will."

MR. SPARKS:

"I can't answer that. I've given this
thing considerable thougMand I don't think
that the statement is necessarily true, that
we wculd be criticized, because this Board
may participate with a good many agencies.
I think'that all of our cooperative agree-
ments and endeavors are connected with other
either Federal or State agencies who also
have appropriative powers. Everything that
we do is in the nature of a joint venture.
This program that we are speaking of is
somewhat different from the normal proce-
dure which the Colorado State University
would follow. I ,really can't answer the
question of whether or not they should carry
this burden themselves or whether it is a
joint venture with this Board.

I think unquestionably if this Board is
convincEd that any venture is properly within
the jurisdiction of this Board, then it is
proper to enter into any cooperative agree-
ment with any other State or Federal agency.
I think this Board must be convinced in the
first instance that it is a proper function
of this Board and that it is the type of
endeavor which should be undertaken under
the sponsorship of this Board. If you ans-
wer those questions then I'm not afraid of
appearing before any legislative body and
asking for appropriations."

"

MR. STAPLETON:

"What is your recommendation in regard
to whether or not this is an appropriate
function of the Board?"

MR~ W.M.WILLIAMS: "Mr. Chairman, while he is making up
his mind there, I would like to make this
comment. It is that I think we have been
awfully niggardly in providing funds for
water resource development in the State of
Colorado. vfuen you look at California, we've
just been playing with peanuts. They just
passed a big program out there for their
water program because they don't see the
