An application <br />for Party status shall set forth a brief and plain statement of the reasons for <br />seeking Party status, the contested facts, the matters which the applicant <br />claims should be decided and a general description ofthe data to be presented <br />to the Board, <br /> <br />(2) Only a Party may submit for the record technical evidence, technical <br />witnesses or file legal memoranda. Each Party is responsible for mailing <br />copies of all documents submitted for Board consideration to all other Part' ;l <br />and Contested Hearing Participants. <br /> <br />(3) The Staff shall automatically be a Party in all proceedings concerning <br />contested S-taff-ISF rocommendationsappropriations, <br /> <br />(4) Where a contested S-taff-ISF rCeSlillIleRaatioR appropriation is based fully c.r <br />in part on another agency's recommendation, that agency shall automatically <br />be a Party in any proceeding. <br /> <br />tit <br /> <br />m, Contested Hearing Participant Status. <br /> <br />(I) Any person who desires to participate in the process, but not as a Party, may <br />request Contested Hearing Participant status by contacting the Board Office. <br />A person with such status will receive all Party documents specific to the <br />contested appropriation'7 (Note: TR.ia mailing list is SJ'locific to the contested <br />appropriation). Contested Hearing Participants may comment on their own <br />behalf, but may not submit for the record technical evidence, technical <br />witnesses or legal memoranda, <br /> <br />(2) The request for Contested Hearing Participant status must be received by <br />April 30th, or the first business day thereafter. <br /> <br />(3) Staff shall notify all Parties of the list of Contested Hearing Participants prior <br />to May 3 I st.
