<br />" <br /> <br />- 3 - <br /> <br />) <br /> <br />2004 meeting, the Chatfield Work Group elected Rick McLoud to be the Committee Chair. The Committee, in <br />cooperation with the CWCB staff, prepared a comprehensive mailing list to all possible interested water users. <br />The Chair called the Committee's first meeting on June 30, 2004. All the Committee's meetings were well <br />attended - See attachment No.2. <br />The Committee adopted the following goals: <br />. Develop a formal storage space recommendation by December 31, 2004; <br />. Invite all possible interested water users into the process; <br />. Recognize Colorado State Parks' need for the Chatfield Park; <br />. Make sure that the evaluation process would address inflow water rights, storage demand, and the time <br />and rate of withdrawal; and <br />. Include considerations in its final recommendation for participation in the FCSA study cost, rc?1 <br />allocation values for the W ater User Request, consensus on the final number for the individual, 'equest, <br />maximization of the water users' beneficial use of the storage, and an agreement document. <br /> <br />Rick McLoud will make a formal presentation about the Committee's recommendation to the Board. It is <br />anticipated that the presentation will address the Committee's outlined goals and additional issues that surfaced <br />during the evaluation process. I am happy to advise the Board that the Committee has worked in complete <br />harmony with the CWCB staff, the CWCB's study contractors, the Corps of Engineers, and the water user <br />entities. <br /> <br />This Chatfield storage space study is responsive with the Section's goals and objectives for the Statewide Water <br />Supply Initiative (SWSI), and the preliminary findings and recommendations meet the Section's assignment in <br />) the SWSI Tasks and Responsibilities, outlined in Section Il.b.b. <br /> <br />Staff Recommendation <br /> <br />Following the presentation and submittal of the Committee's findings and recommendations by Rick McLoud <br />and Board discussions, staff recommends that the Board approve the staff and Committee recommendation. <br /> <br />The recommendation considerations are: <br />1. Exhibit A will serve as the Board's storage space recommendation to the Corps of Engineers, Omaha <br />District pursuant to the State's duties and responsibilities as outlined in the MiJIch and April 1979 Corps <br />and State Chatfield project sponsorship agreements. <br />2. The "Letter ofCommitment"(Letter) - See Attachment No.1 will serve as the Board's document when <br />fully executed to commit the Water Users to participate in fimding to complete the FCSA with the <br />Corps. <br />3. By approving the recommendation of Exhibit A, the Board will acknowledge the priority date regarding <br />the right to storage in Chatfield Reservoir in cooperation with the Corps of Engineers. Note: The Corps <br />has requested the CWCB to accomplish this task on their behalf for the Chatfield Reservoir Project. <br />4. The letter implies when executed that the water user will have the first right of refusal for their <br />percentage of the storage space when the Corps and State approve the Environmental Impact Statement <br />(EIS). <br /> <br />The staff recommends that the Board accept and approve the storage allocations as presented in Exhibit A and <br />the provisions of the "Letter of Commitment" and further direct the Director to execute the "Letter of <br />Commitment" with the recognized water users. <br /> <br />Flood Protection.
