<br />Appointed Legislators, HJR 1001 <br />August 29, 1988 <br />Page two <br /> <br />. <br /> <br />(2) Intensive negotiations, precipitated by Utah, with the <br />Upper Basin states, power customers, and national <br />environmental groups to revise the use of hydropower <br />revenues from the Colorado River Storage Project (at <br />stake is several hundred million dollars of power <br />revenues for COlorado for project development over the <br />next several decades), <br /> <br />(3) Implementation of the Colorado River Endangered Fishes <br />Recovery Implementation Program so as to avoid <br />jeopardy opinions under the Endangered Species Act, <br />which opinions could tnwart future water resources <br />development in the Colorado River Basin, <br /> <br />(4) Major issues concerning future operation of the <br />COlorado River mainstem reservoirs, <br /> <br />(5) Interstate litigation concerning the Arkansas and <br />North Platte Rivers, <br /> <br />(6) U.S. Forest Service reserved rights claims for <br />instream flows for channel maintenance purposes, <br /> <br />. <br /> <br />(7) Resolution of issues concerning maintenance of the <br />permanent pool and allocation of storage space in Bear <br />Creek Reservoir, <br /> <br />(8) Resolution of issues concerning instream flow water <br />rights filings in Summit County, <br /> <br />(9) Green Mountain Reservoir/Orchard-Mesa check operating <br />issues, <br /> <br />(10) Promulgation of rules and regulations for H.B. 1158, <br />1987 Session (adoption of official state position on <br />federal requirements for fish and wildlife mitigation), <br /> <br />(11) Wild and scenic river designation of the Gunnison <br />River, which designation raises important issues about <br />the future operation of the Aspinall Unit (Blue Mesa <br />Reservoir), and <br /> <br />(12) Negotiations concerning wilderness reserved water <br />rights which Senators Armstrong and Wirth initiated <br />about a year ago. <br /> <br />These matters, along with daily administration and management, . <br />would fully consume the director's, deputy director's, and one <br />section chief's time, and large parts of the time of other <br />staff members who have the expertise to work on a pOlicy study. <br />
