Walker <br />Deputy Director <br /> <br />Gentlemen: <br /> <br />As you are aware, HJR 1001, First Extraordinary Session of <br />the Fifty-Sixth General Assembly, directs that a study of the <br />state's water laws and pOlicies be undertaken by January 15, <br />1989, to the extent determined necessary. At a previously <br />scheduled special meeting held on Friday, August 26, the Board <br />took pUblic comment on, and deliberated about, the issue(s) to <br />be selected for study. . <br /> <br />. <br /> <br />Representatives Dan Williams and Dave Owen were present for <br />these deliberations. The purpose of this letter is to forward <br />to you the Board's recommendation for the study. The Board <br />will await your concurrence in its recommendation, or your <br />directions to the contrary, before it proceeds further. <br /> <br />Since HJR 1001 directs that the subject study be <br />accomplished without any additional staff or appropriations, <br />the Board has reviewed its existing workload. With all staff <br />fully committed, this study can only be undertaken by delaying <br />some activity scheduled for the next five months. Furthermore, <br />the preparation of a pOlicy study such as this will necessarily <br />fall on the Board's senior management personnel, especially the <br />director and deputy director. <br /> <br />The workload of these senior management people for the next <br />five months consists of many important items: <br /> <br />(1) On-going efforts to obtain enactment of legislation to <br />implement the Colorado Ute Indian Water Rights Final <br />Settlement Agreement and the Animas-La Plata Project <br />and of legislation to increase the authorized ceiling <br />for the Closed Basin Project, <br /> <br />. 7974E <br />
