<br />. <br /> <br />SECTION 4.0 - ADMINISTRATION <br /> <br />4.1 Desiqnation and Duties of Administrator, Permit Authoritv, <br />and Board of Adiustment <br /> <br />4.1.1 Administrator <br /> <br />The (City Council, Board of Trustees, Board of County <br />Commissioners) will designate an "Administrator" to <br />administer the regulations. The duties of <br />Administrator include, but are not limited to: <br /> <br />4.1.1.1 Review all development permit applications to <br />determine whether the requirements of these <br />regulations have been satisfied and all <br />necessary permits have been obtained from local, <br />state. or federal agencies from which prior <br />approval is required by law. <br /> <br />4.1.1.2 Obtain, review, and reasonably utilize any base <br />flood elevation and floodway data available <br />from state, federal, or other sources. <br /> <br />. <br /> <br />4.1.1.3 Obtain and maintain the actual elevation in <br />relation to mean sea level rei0r~t of the <br />lowest floor, including the basement, of all new <br />or sUbstantially improved structures, and, if <br />t'he structure has been flood proofed , the <br />elevation to which the structure was <br />floodproofed. <br /> <br />4.1.1.4 Maintain for public inspection all records <br />pertaining to the provisions of the regulations <br />including records of permits granted and records <br />of all variance actions with justification for <br />their issuance. Variances issued shall be <br />reported on an annual basis to the Federal <br />Emergency Management Agency. <br /> <br />4.1.1.5 Notify adjacent communities and the Colorado <br />Water Conservation Board prior to any alteration <br />or relocation of a water course, and submit <br />evidence of such notification to the Federal <br />Emergency Management Development Permit. <br /> <br />4.1.1.6 Issue a permit if the application is in <br />compliance with Sections 3.2.2.2, 3.4.1 and <br />3.4.3.2 of these regulations and approval of the <br />Permit Authority is not required. <br /> <br />. <br /> <br />4.1.1.7 Review and transmit to the Permit Authority a <br />completed Floodplain Application when approval <br />of the Permit Authority is r'equired. <br /> <br />-23- <br />
