<br />. <br /> <br />2.5 <br /> <br />. <br /> <br />. <br /> <br />available, the base flood elevations, as shown on the <br />flood profiles and in the elevation tables, shall be the <br />governing factor in determining accurate boundaries and <br />shall take precedence over the boundaries shown on the <br />maps. For the purposes of the National Flood Insurance <br />Program (NFIP), the Administrator shall interpret the <br />official map and flood Insurance Study issued by the <br />Federal Emergency Management Agency when available. <br /> <br />Additional Community Requirements - The following <br />additional requirements are necessary for communities that <br />are participating in the National Flood Insurance Program: <br /> <br />2.5.1 Require that maintenance is provided within the <br />altered or relocated portion of said watercourse so <br />that the flood-carrying capacity is not diminished. <br /> <br />2.5.2 Provide that where a non-residential structure is <br />intended to be made watertight below the base flood <br />level, (i) a registered professional engineer or <br />architect shall develop and/or review structural <br />design, specifications, and plans for the <br />construction, and shall certify that the design and <br />methods of construction are in accordance with <br />accepted standards of practice and a record of such <br />certificates which includes the specific elevation <br />( in relation to mean sea level) to which such <br />structures are flood proofed shall be maintained <br />with the official designated by the community under <br />4.1. 1; <br /> <br />2.5.3 Until a regulatory Flood Conveyance Subdistrict is <br />designated, that no new construction, substantial <br />improvements, or other development (including fill) <br />shall be permitted within Zones Al-30 and AE on the <br />community's FIRM, unless it is demonstrated that <br />the cumulative effect of the proposed development, <br />when combined with all other existing and <br />anticipated development, will not increase the <br />water surface elevation of the base flood at any <br />point within the community. <br /> <br />2.5.4 When a notice of final base flood elevations within <br />Zones Al-30 and/or AE on the community's FIRM and, <br />if appropriate, with designated AD zones, AH zones, <br />A99 zones, and A zones on the community's FIRM, and <br />with data from which the community shall designate <br />its regulatory Flood Conveyance Subdistrict, the <br />community shall; <br /> <br />(1) Meet the requirements of the paragraphs of <br />this section; <br /> <br />-12- <br />
