<br />,- <br /> <br />. <br /> <br />Memorandum <br />Agenda Item 7 <br />September 13, 1988 <br /> <br />- New provisions added under the general standards section <br />of the regulation that address materials and methods of <br />construction as it pertains to plumbing, heating, septic, <br />sewage systems, etc. <br /> <br />- Clarification of applicant's floodplain development permit <br />requirements. <br /> <br />- New provisions added to the variance section that state <br />what uses shall be allowed as variances. <br /> <br />Addition to the provision that expands the waiver of <br />liability in the use of regulations to include the <br />State of Colorado and FtMA. <br /> <br />- Federal Insurance Administration changed to Federal <br />Emergency Management Agency throughout the model. <br /> <br />- Change Inner Floodplain Subdistrict to Flood Conveyance <br />District and change Outer Floodplain Subdistrict to <br />Flood Storage District to better reflect their hydrologic . <br />'meanings. <br /> <br />- New provisions added to the specific standards section <br />relating to flood hazard zones (basically for the <br />purposes of the National Flood Insurance Program). <br /> <br />- New floodplain development permit added to the appendix <br />for use by local administrators. <br /> <br />The staff feels that these amendments are necessitated by <br />Changes in federal laws, rules, and regulations" The revised <br />model regulations are also responsive to the needs of local <br />government and in some cases offer more flexibility in the <br />administration of local floodplain management programs. <br /> <br />Drafts of the revised model regulation have previOUSly been <br />circulated to interested parties. The staff feels that <br />comments on the draft to date have been fully taken into <br />account in preparing the amendments presented for your <br />consideration. <br /> <br />Recommendation <br /> <br />I recommend that the Board adopt these proposed revised <br />model floodplain regulations. <br /> <br />. <br /> <br />JWM/gI <br />Enclosure: as stated <br /> <br />-2- <br />
