Walker <br />Deputy Director <br /> <br />TO: Members, CWCB <br /> <br />FROM: Bill McDonald <br /> <br />DATE: September 13, 1988 <br /> <br />SUBJECT: Agenda Item 7, September 22-23, 1988, Board Meeting-- <br />Proposed Revisions to the Board's Model Floodplain <br />Regulation <br /> <br />Introduction <br /> <br />Section 24-65.1-202(2) (a) (I), CRS 1973, as amended, <br />specifies that the Board shall adopt model floodplain <br />regulations. The model regUlations now in effect were adopted <br />by the Board in June 1982. <br /> <br />On October 1, 1986, the Federal Emergency Management Agency <br />(FEMA) promulgated several new provisions to its current <br />floodplain regulations. In order to remain consistent with the <br />federal floodplain regulations and to continue our state's <br />participation in the National Flood Insurance Program (NFIP), <br />these new provisions need to be incorporated into the CWCB's <br />model floodplain regulations. <br /> <br />Discussion <br /> <br />Outlined below is a summary of the changes being proposed. <br />Attached is the revised model regulation, in which additions <br />are highlighted in bold print and deletions are stricken out. <br /> <br />- "Mobile" home changed to "manufactured" home throughout <br />the model. <br /> <br />- 13 definitions added or revised. <br /> <br />- Disclaimer added stating that certain applications of the <br />model are for the purposes of the National Flood Insurance <br />Program. <br /> <br />- New provision added to the general statement of purpose <br />section for clarification. <br /> <br />7449E <br />
